There are several places to go here. Since you're new, I recommend the clothes shop to get the basics. It's between the grocery shop and a smithy called Slash 'n Crash in the town.
Unless you're asking for modifications on your current outfit. I could perhaps help you out with that.
Unfortunately, I don't believe we have an outfitter in the sense you might mean. However, you should be able to find your old clothes lying about somewhere in the clothing shop.
